Role purpose:
- Leading on many aspects of the production of the client's new Local Plan, which may include researching evidence; drafting policy documents; carrying out and analysing the results of public consultation; Sustainability Appraisal.
- Helping to successfully implement the adopted and emerging planning policies.
- Taking an active and constructive role on behalf of the client in response to plans and proposals brought forward by other local planning authorities or other bodies which may involve appearing at Examinations.
- Project managing small project teams.

Role Responsibilities and Main Duties:
- Take a leading role in research, data analysis, public consultation or policy formulation in relation to planning policy matters, as may be required to meet the needs of the service
- Undertake strategic planning policy work on behalf of the client and in partnership with other local planning authorities and stakeholders, including participating in various officer working groups
- Lead on community and stakeholder consultation at certain stages of the strategic planning process, including processing and assessing consultation responses
- Provide comments on behalf of the client in response to technical studies associated with strategic planning work, or to the plans and proposals brought forward by other bodies
- Project manage consultants where required ensuring they keep to time and budget
- Prepare evidence on behalf of the client and present this evidence at other Local Authorities’ Local Plan examinations or other planning examinations/inquiries/hearings
- Provide regular briefings to senior officers and Members on the progress of planning policy work preparing reports and briefing notes as appropriate
- Project manage small teams and ensuring that work streams are project managed to an excellent standard and that information and documentation is highly organised
- Prepare and present reports to the client's committees, working groups and boards on matters related to strategic planning, housing, economic growth and other planning issues
- Provide advice to planning officers, other client services and Members on the implications of planning policy
- Support and deputise for the team leader when required and appropriate

Essential Criteria:
- RTPI recognised qualifications in Town and Country Planning or equivalent and Full Membership of the Royal Town Planning Institute
- Experience of preparing development plans or regional/sub-regional plans in the UK , either for a local planning authority or another public sector organisation
- Experience of preparing and presenting evidence at Local Plan or other plan-making examinations, or at inquiries into major planning applications
- Demonstrable up-to-date knowledge of current UK planning law and Government guidance
- Excellent written and oral communication skills, with the ability to clearly write and present evidence and reports on complex planning matters
- Ability to quickly analyse and evaluate information so as to influence outcomes and decisions and ability to work on own initiative to tight deadlines with minimum supervision
- Ability to manage and drive forward projects, knowledge of project management tools and project plans including setting and monitoring of targets and milestones
- Computer literate with understanding of basic Microsoft
- Office functions and an ability to easily work with generic planning related software
