£20.65 per hour
1month Temporary Assignment

A Policy Officer is required for a short-term piece of work to support a local authority's Children's Social Care improvement programme. A new social care practice model is being implemented which requires the review and update of a number of children's social care policies and procedures. We need an experienced policy officer to complete this work in a timely manner. Approximately 25 days funding has been allocated for this work to be completed.

This includes:

*To provide policy and project support to the overall delivery of the children's improvement programme including planning, co-ordination, organisation and communication with stakeholders
*A focus on supporting consultation and engagement activities which enable staff, statutory partners and other key stakeholders to shape, influence and co-produce the delivery of the improvement programme.
*To support engagement and co-production with children and families to drive improvements in services, working closely with youth engagement leads in the organisation and its partners.
*To provide project support to the Children's Improvement Programme including forward planning, scheduling, organisation and monitoring of work streams.
*To provide policy support to the Children's Improvement Programme including researching, drafting and consulting on social care and early help policies
*To plan and organise a schedule of engagement and consultation activities with staff and stakeholders.
*To deliver events and consultation activities which enable the views of staff to be gathered.
*Ensure staff are able to shape and influence the delivery of key work streams which deliver sustained improvements in service delivery.
*Organising and conducting a range of consultation and engagement events with children, and families in different settings
*Produce a range of communication materials (e.g. web, written, social media, events and video), in liaison with Corporate Communications, for different audiences and key partners which supports engagement activity.
*Develop mechanisms for regular feedback between operational staff, managers, partners, service users and carers.
*Prepare progress reports to the Programme Manager on the delivery of key improvement work streams.
*To implement systems to support resource planning and monitor use of resources including spending.
*To arrange, manage and minute meetings and workshops, identifying actions and ensuring that they are followed up
*Proactively capture lessons learnt to feed into the programme log.
*To work as an effective member of the team, responding flexibly to changing needs and priorities to ensure the overall success of the improvement programme.

We require the candidate to have:

*Experience in undertaking review of policies and procedures in children's social care, including drafting and consulting on policies and procedures
*Experience of working in a Local Authority, ideally in children's social care or a similar organisation
*Experience of working with senior management and social workers
*Excellent written and verbal communication skills
*Very good interpersonal skills
*Ability to deliver to tight timeframes and work in pressurised environment
*Self-starter with ability to get up to speed quickly and work under minimal supervision
*To provide a range of policy and project support to implementation of the children's improvement plan with a particular focus on ensuring meaningful engagement with staff, children, families and partners to achieve the ambitions set out in our improvement Plan.
