Job Purpose

The Programme Management Office (PMO) will support both single and multi-discipline project streams and will be a key governance relationship between other T&E programmes and the wider business functions. The PMO Manager will be responsible for the establishment and execution of a range of programme/project reporting, governance and support functions ensuring effective delivery of projects within the programme, and for providing leadership and management skills to both the PMO resources and the wider Project Team. This will include assisting Project Executives, Project Manager and Business Analysts in the start-up, day to day running and monitoring, and closure of projects.

Reporting to the Head of T&E Portfolio Management Office, the PMO Manager has specific responsibility for:
• Ensuring that the Programme delivers its objectives outlined in the Programme Business Case and Programme Definition Document;
• In conjunction with business owners, business change leads and project managers, the creation of strategies for the effective planning, monitoring and delivery of the programme;
• Helps maintain the overall integrity and coherence of the Programme;
• Identifying dependencies amongst the programme, its projects and other programmes / business change initiatives, assuring the effective co-ordination of the projects and their interdependencies;
• Supporting the Programme Manager in ensuring that existing initiatives and projects are effectively managed and adopted into the programme;
• Works with Project Executives and Programme Manager to identify project delivery opportunities and threats recommending how to overcome obstacles and resistance;
• Update and maintain Programme KPI
• Be responsible for workload management of the team and the prioritisation of ad hoc requests versus core team deliverables;
• Maintaining close relationships between other key programmes (inside and outside of T&E Portfolio) that are currently underway as well as other bodies to ensure that there are no overlaps in responsibilities;
• Provision of an ongoing “health check” of the programme by reassessing whether the projects continue to meet the overall objectives;
• Reporting progress to the Programme Manager and Programme Board and acting as secretariat;
• Facilitating end of tranche reviews and benefits reviews on behalf of the Programme Manager;
• Supporting the Programme Manager in agreeing project closure;
• Capturing and ensuring information and lessons learned are shared across the Programme;
• Ensuring resources are actively managed within the projects and across the programme;
• Ensuring that the current and future skill requirements are fed into business planning;
• Deputising for the Head of T&E PMO as requested;

Essential Qualifications, Skills & Abilities
• Proven track record in the role of PMO Manager
• Prince2, MSP, MoP and P30 experience
• Excellent engagement and communication skills
• Strong leadership and management skills coupled with strong programme management skills to ensure the integrity of the programme
• Consultative in nature and duties
• Ability to work in fast paced and high stress environments
• Provides coaching and mentoring to the project team community as required
