About the role:
Provide professional services engineering, compliance and safety related advice to the business and in particular to the Estates team to ensure the business maintains a robust, safe and compliant property and asset portfolio. The estate comprises around fifty different properties and demises inclusive of 16 franchised stations between London and Scotland along the West Coast main line.
There will be a strong emphasis on maintaining safety and compliance across the portfolio and a requirement to ensure ongoing monitoring of project, maintenance and third party works are carried out in a safe and compliant manner.
The role also requires an understanding of landlord and tenant legislation for both the commercially leased and franchised estate with Network Rail being the superior landlord across most of the estate.
There will also be a requirement to provide support to each of the regions and to deliver minor project work from inception through to completion.
The role requires regular attendance at supplier, landlord and tenant meetings to ensure property and services related matters are being delivered, procured and discharged fully and in compliance with statute.
Take ownership of property and station related statutory compliance matters and ensure the business, all suppliers and tenants are compliant at all times.
Ensure compliance related records, asset registers, and Health and Safety files are uploaded to the asset management database, are kept up to date and will stand up to external audit and interrogation.
Quality check reports and certification that are produced to ensure they are robust and compliant, addressing any emerging defects and recommendations.
Ensure VT are fulfilling their tenant obligations under the terms of their lease with Network Rail and ensure programmed, planned and cyclical maintenance plans minimise any dilapidation liabilities.
Take handover of projects from NR, tenants and third parties and ensure all necessary handover certificates, manuals, files and training are provided prior to acceptance.
Deliver small and medium sized projects from inception through to completion inclusive of brief, budget costs, options selection, design, tendering, contract administration and handover.
Actively monitor all site based activity and raise any safety concerns with the relevant person to remove hazards and risks as quickly as possible.
Challenge contractors l to ensure repairs and renewals are undertaken to maintain the integrity and safety of the portfolio.
Attend review meetings with clients at a level commensurate with the role.
Build relationships with internal and external customers to enable a friendly, efficient and professional service is provided.
Assist with the development and implementation of green initiatives at stations in conjunction with the environment team.
Have a working knowledge of CDM 2015 and any subsequent updates.
Act as advisor and mentor for statutory compliance where support is required.
Write and present business cases and papers to support emerging schemes where board or executive approval is required.
Input into station power supply strategies and offer best course of action to ensure cost effective solutions are derived.
Produce remits and schedules of work to procure works or supplement surveyor's designs.
Input to the review of designs submitted by NR, tenants and third parties and assist with landlords consent applications.
Offer professional M&E and services related advice to third parties that may bring value and enhancement to the brand.
Take part in safety and asset failure investigations as required in a professional manner.
Be prepared to mentor and offer advice to junior and new members of staff.
Maintain professional competence and demonstrate an up to date knowledge of services related statutory compliance legislation.
Attend landlord review meetings as necessary
Be conversant with current regulations and ensure they are applied at all times.
Become conversant with railway standards and ACOP's.
Corporate member of a relevant professional body.
Atleast 5 years experience in a services and M&E management environment.
Good organisation skills with the ability to prioritise work load.
Strong written and oral communicator.
Good interpersonal and influencing skills.
Excellent understanding of health and safety and workplace legislation including CDM 2015, asbestos and all other statutory legislation relating to the built environment.
Willingness to be flexible in relation to work hours and location on a daily basis.
