Learning and Development Lead
Chelmsford, Essex plus travel countywide
Up to £57k per annum
Full time - 37 hours per week

As part of our exciting new ODP function, you will play a vital role in supporting the Council to create an enabling environment for continuous learning. One where learning from experience and others becomes embedded in the day-to-day work, and where the transfer of learning and knowledge happens right across the organisation. We want to change the way we approach Learning and Development in the organisation, putting the learner experience at the centre of what we do; creating relevant, impactful learning solutions that address critical capabilities council-wide. You will need to work very closely and collaborate with different teams, within ODP and the wider organisation, to co-design innovative and cost-effective learning programmes. We will expect you to provide robust impact evaluation of the different solutions, guiding the Council to focus its resources in what works and has an impact on improving the organisation's performance.
Educated to degree level or equivalent and ideally CIPD qualified, you have strong knowledge of instructional theories (think adult learning, on the job learning, experiential learning, informal learning and principles in virtual and classroom instruction). Proven experience in the use of social learning, content curation and improvement of learner engagement and experience in complex organisations is also important. You will have experience in improving the sharing and transfer of learning across teams in organisations, probably through the implementation and/or improvement of organisational wide learning technologies and knowledge management frameworks or processes. Working collaboratively is second nature to you, as well as a preference for co-designing learning solutions. A confident designer and facilitator of workshops, events or development interventions, you have a talent for creating engaging content, strong problem solving and analytical skills, plus an innate ability to think strategically.
