Major Government organisation require Lead Data Engineer to support on the delivery of enhanced Property Data & Analytics (IoT / Smart Buildings) to advance it's property management digital services across its substantial property portfolio (1000+ buildings).

You will be a key and expert advisor on all matters of data standards, data platforms, data integration and visualisation tools. You will also be required to enrich data capabilities with technology innovation, modelling and artificial intelligence tools. You will be responsible for partnering with other government departments and industry partners to improve property related data.

Key responsibilities:

  • Expert advisor on all matters of data policy, data standards, data platforms, data integration and visualisation tools.
  • Develop the core data platform capabilities and then enrich these capabilities with technology innovation, modelling and artificial intelligence tools.
  • Manage a small team of data experts / Data Engineers / BI Developers and supplement this core expertise with strategic partners.
  • Partnering with other government departments, stakeholders and industry partners at all levels to improve property related data and the organisations standing as property data experts across government.
  • Lead and contribute to aspects of educating and developing colleagues to be able to access and use data more effectively.
  • Work at strategic and operational levels including hands on development of services where required whilst developing internal skills and partner networks to also provide delivery capability.
  • Apply appropriate data methodologies and techniques to create information and insight from multiple internal and external data sources.

Key Skills and Experience:

  • Design and implementation of strategy and policies that deliver strategic business outcomes.
  • A good understanding of property data throughout its lifecycle.
  • Working with business stakeholders to translate business problems into data designs.
  • A deep understanding of data governance, data modelling and data standards.
  • Using metadata to support business improvement.
  • Managing expectations and leading discussions across complex data topics relating to property.
  • Continuous improvement in data and data services.
  • Development of data policies, models and platforms.
  • Experience of AWS data services or similar.
  • Experience of PowerBi/ MS Access and Excel data integration.
  • Leading the development of systems and processes to create and improve digital data.
  • Leading the development and improvement of data models.
  • Leading the selection of appropriate data technologies.
  • Experience of embedding data standards/ data models across an organisation.
  • Using a wide range of data toolsets, AWS in particular.
  • Supporting the development of budgets and/or Government spending review submissions
  • Good understanding of GDPR, Freedom of Information and/ or the Public Records Act
  • Experience of managing contracts and acting as an intelligent customer in a primarily outsourced operating model.
  • Experience of real-time data capture/ processing and security in an IoT environment.
