Public Sector Futures are working with a Local Authority in the South East who are looking for a Finance System Project Manager to oversee both procurement of a new finance system and the full end to end implementation of the chosen system.

We are seeking to recruit an experienced Finance Systems Implementation Manager to support the Assistant Director of Finance.

This is a key and pivotal role in which you will take on responsibility for identifying, selecting and implementing a new finance system to improve operational efficiency, financial management and governance across the Authority which support the future vision of finance.

Responsibilities will include the following
Lead and manage the day to day operation of the project from end to end i.e. procurement through to successful go live (on time, on budget and to a high standard)
Design the project plan, agree deliverables with internal and external stakeholders, and successfully implement the new system within PMO standards
Provide project management support including resource allocation, managing resource, planning and development of deliverables and progress tracking and reporting.
Provide the link to and work collaboratively and effectively with RBC internal support services (e.g. legal, procurement and ICT) to ensure compliance and project success.
Be the lead contact with potential suppliers and the successful supplier.
Ensure compliance with the agreed governance framework and structure (including reporting to the Transformation Board and Finance system project Team).
Manage and convene the activity of the Systems Project Team ensuring appropriate representation on the Project Team, proactive management of business items and proactive communications.
Budget management/ financial responsibility for cost of delivery of solution.
Prepare and present reports for consideration by Councillors and Senior Officers of the council as may be required to obtain required consent(s) and/or update on project delivery.
Provide expertise and support in the culture change to Finance/ wider organisation (managers) to embrace new solution.

Essential skills:
Public sector experience in finance systems and finance generally.
An experienced hands-on Project / Programme Manager with experience of delivering Finance systems implementation projects and programmes previously.
High degree of self-motivation and using of initiative to focus on delivering results
Proven record of project management skills and implementation of complex financial systems
Accountancy experience and knowledge
Highly developed organisational skills, strong time management, ensuring deadlines are met
Strong leadership skills
Strong networker and communicator
Stakeholder management
Experience of working in a dynamic and changing environment

The role requires an in-depth knowledge and use of Finance solutions within the public sector - combined with sound accountancy, technology and implementation experience.

The role has been assessed as Inside IR35 by the client.
