Housing Asset Project Manager

Newstaff Employment Services are looking to recruit a Housing Asset Project Manager for their client based in central Luton.

The role is based on a 3 month interim which could then lead to ongoing work or a permanent position.

The main purposes of the role are:

Responsible for the commissioning and delivery of major programmes of work, maintaining assets in accordance with the Investment Plan. Validating information from the Assets Management Plan to maximise value for money in the procurement of services and maintenance work. Development and management of repair and replacement programmes of work in accordance with identified maintenance plans to dwellings. Actively contribute to the achievement of the wider Housing Landlord aims, operational objectives and future state.

Develop and manage replacement programmes of work utilising information derived from the Asset Management System and identified through cyclical maintenance works. Prepare programmes in accordance with funding allocation contained in the business plan.

Prepare specifications, drawings and contract documentation appertaining to repairs, maintenance and ancillary works, ensuring that contracts are tendered in accordance with defined procedures and embracing partnering concepts where applicable.

Supervise works on site, manage and administer such contracts including authorisation of variations, issue of instructions and payment of invoices in accordance with contract terms and conditions. Prepare financial and performance information for inclusion in management reports.

Develop relationships with partners and stakeholders and provide technical advice to staff, members and residents as required. Prepare technical reports as directed by the Housing Asset Senior Project Manager. Ensure that maintenance programmes are co-ordinated with responsive repair and void teams to avoid duplication and to deliver a cost effective service.

Undertake post inspection of works, ensuring that works are completed to legislative requirements and to approved standards. Identify problem areas and resolve through liaison with contractors and / or statutory bodies.

Monitor and manage the performance of contractors and specialists using defined performance frameworks and quality auditing. Carry out Customer Satisfaction Surveys and ensure that feedback obtained is used to improve systems and processes.

Conduct consultation exercises with residents and leaseholders, to promote awareness, choice and inclusion. Ensure that statutory consultation is carried out to meet legislative requirements for leaseholders.

The post holder is required to implement projects of varying nature included in the Asset Management Plan. This requires the post holder to have a sound knowledge of building construction and maintenance with the ability to write specifications, prepare drawings and produce documentation for tendering projects.

The post holder must be able to deal directly with members of the public and present schemes to groups of residents as part of the consultation process. The work will involve regular site visits undertaking inspections of premises, requiring the use of ladders and access into confined spaces including lofts.

The post requires knowledge of building, planning and other regulations appertaining to building construction/projects and construction Health & Safety. The work will include both financial and performance monitoring.

The post holder may be required to take part in the emergency out of hour’s standby rota, providing technical advice and instructing contractors. This may be invoked in the future.

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken. Therefore, it is essential in making your application you disclose whether you have any pending charges, convictions, bind-overs or cautions and, if so, for which offences.

The post holder will be required to travel to and access sites of work, both within the Luton area and further afield in the divisions widening business region. The nature of the work may require the post holder to climb ladders / scaffolding and work at height, access confined spaces at or below ground level and loft space.

Knowledge of building construction, building services, drainage, sewerage services, health and safety legislation along with defects and remedies is needed.

HNC in building studies or equivalent qualification C is needed. Chartered member of relevant professional body ie: CIOB, RICS is desirable.
