Reporting into the Director of Resourcing and OD, Duties include:
To provide leadership and line management to the Recruitment and Temporary Staffing teams to ensure provision of a high quality transactional service to external candidates.
To lead and line manage the direct reports with the teams, ensuring they are engaged, understand the direction and vision of the organisation and strive to provide high quality services to our customers.
To deputise for the Director of Resourcing and OD when required and to provide support and cross cover to other senior HR colleagues.
To lead recruitment and workforce planning initiatives with the aim of offering better and more comprehensive services to the organisation.
To act as the organisational expert in the use of recruitment initiatives and workforce planning models.
To personally oversee the recruitment of senior Executive and Non Executive posts
To manage and lead the provision of a high quality, responsive and comprehensive resourcing service. Ensuring the provision of responsive recruitment solutions be it temporary, permanent or agency.
To performance manage the temporary staffing service against SLA's.
To manage the preferred supplier frameworks for temporary workers.
To commission and provide regular reports to assist with informed decision making regarding workforce planning.
Ensuring candidate attraction strategies are well designed, targeted appropriately and which seek to attract the right candidates, often within challenging labour markets, developing recruitment strategies and plans to facilitate this.
To ensure assessment and selection processes which are designed to support the operational and strategic aims, ensure the best candidate for the job but which are also innovative in their design to appropriately respond to the time pressures and the realities of the service.
To take responsibility, improving and sustaining improvements across a range of workforce metrics and ensuring effective workforce planning that interacts in a timely manner with the service. To hold your team to account for their role in supporting the delivery of this.
To develop, with stakeholders and internal customers, KPIs for your service delivery and ensure these are embedded throughout the Recruitment and Temporary Staffing teams and that they are positively supported to deliver against these.
To ensure the benefits of existing electronic systems are fully realised and that there are documented work processes in place for each team.
To integrate the organisations values into value based behavioural recruitment for all roles.
Oversee large scale recruitment projects such as overseas recruitment
To manage the recruitment budget, including the pre-planning of recruitment and advertising activities as appropriate.
To identify, design and implement recruitment and selection training for recruiting managers.
The ideal candidate must have substantial previous experience in Resourcing & Recruitment at a Senior Level and ideally have worked within the public sector previously. Experience leading Recruitment teams and managing stakeholders is a must. Candidates available within 2 weeks would be favourable but my client will also consider applicants on longer notice.
