This post fulfils the role of the designated Infection Control Manager required under HDL(2001)10 and HDL(2005)8; to deliver the corporate accountabilities of the NHS Board, Chief Executive and lead Executive Director for HAI.


The post holder will lead and oversee NHS Lanarkshire’s compliance with and contribution to local, regional and national developments in healthcare associated infection policy and guidelines. This will be achieved by strategic planning to ensure that there are risk assessed and effective structures and processes in place across NHS Lanarkshire.


The post holder is responsible for initiating, establishing and maintaining effective whole systems approach to the management and prevention of healthcare associated infection ensuring compliance with all national guidance, standards and directives and ensuring the systematic provision of a high quality specialist Infection Prevention and Control service.  The aim being to minimise the risk of infection to patients, staff and carers ensuring NHS Lanarkshire is at the forefront of the development and implementation of best practice.

As such the post holder will:

  • In consultation with key stakeholders produce and implement an Annual Planned Programme based on the priorities identified in national standards and from local direction.  The Infection Control Committee, the Healthcare Quality Assurance and Improvement Committee and the Chief Executive will approve the programme. On completion of the planned programme the post holder will provide an Annual Report which is submitted for scrutiny and approval through the Infection Control Committee to the Healthcare Quality Assurance and Improvement Committee and onwards to the NHS Board and Integrated Joint Boards.
  • Be designated lead and will have overall responsibility for the robust management processes and risk assessment related to the prevention and control of infection. This includes antibiotic resistant infections and antimicrobial prescribing, medical devices management and decontamination, cleaning services, engagement with the public and developing strategy and policy in relation to healthcare associated infection.
  • Ensure the management and delivery of HEAT targets related to HAI, ensuring performance management of the service meets agreed local objectives.
  • In conjunction with the lead Executive Director for HAI contribute to the local delivery plan and quarterly performance reviews and annual review.
  • Be responsible for ensuring timely and consistent compliance with the requirements of the Scottish Government Health Department and other specialist agencies such as Health Improvement Scotland and Health Protection Scotland. The post holder will keep abreast of healthcare associated infection (HAI) requirements and evidence and have responsibility for communicating these effectively to a wide variety of audiences. This includes working with a wide range of agencies to continuously improve practice.
  • Professional line management for the Health Protection Nurse Team
  • Provide leadership and directly manage NHS Lanarkshire’s Infection Control Department which includes the Infection Control Nursing Team and Infection Control Doctor.
  • Represent or deputise for the HAI Executive lead on matters related to the prevention and control of infection.
  • Support the review of the Infection Control Service and identify and implement service improvement, ensuring that the organisation is responsive and meets the required need to continuously improve practice and care to patients.
  • Use a range of improvement methods to address areas where performance does not meet required levels.
  • The post holder will contribute to the clinical, financial and staff governance arrangements ensuring safe, efficient and effective person centred care, compatible with professional and national standards.
