Highways England are recruiting 3 Team Leaders on a permanent basis to work from any of our National Offices to work within the Strategy and Planning Directorate, specifically within the Road Investment Strategy (RIS) Group. Each of the Team Leader roles will play a major part in guiding strategic decision making for our proposals for future RIS development, specifically broken down to be cover the following areas:
Investment Portfolio & Business Case - to develop Highways England's negotiating position on investment required on: new schemes; operations maintenance & renewals (OMR); smaller capital funding (e.g. Designated Funds) and Business Costs. This role also is responsible for delivery of the RIS2 Business Case which will underpin the proposed investment and make the case for any alternative proposals that HE may wish to put forward, in line with the RIS Licence.
Efficiency & Performance - guiding strategic decision making for our proposals for future RIS development, specifically in the ensuring HE has completed a robust efficiency review of our activities, and in developing a performance framework which fairly and properly holds HE to account on its Licence requirements.
Strategy & Strategic Business Plan role leads on delivering the company's response to the RIS in the Strategic Business Plan and the Delivery Plan against which our performance will be measured. Through overseeing strategy development across the organisation, this role will also help ensure that efforts and resources support our goals for the SRN.
Day to Day
Provide direction and set the requirements of the development and evolution of the investment portfolio for the next RIS. Providing assurance the investment portfolio is affordable, deliverable and meets the strategic objectives of the organisation
Lead the development and evolution of the strategic narrative throughout the process of shaping and negotiating the next RIS, taking account of current and future commitments and provide a clear sense of direction and purpose in relation to the wider RIS programme.
Provide direction and set the requirements of the development and evolution of the performance specification for the next RIS. Ensuring that the developing performance specification meets the strategic objectives of Highways England and sets the right incentives for HE for the upcoming Roads Period (and avoids setting the wrong incentives).
Provide direction and set the requirements of the RIS2 efficiency review. Although this work will be delivered through other teams, this role is responsible for ensuring that HE has a robust position on efficiency that is defensible with DfT, and can actively manage the risk of an unrealistic efficiency target being imposed on HE.
Metrics Development and Governance Process - Lead a team across HE to design, implement and manage the development of all of Highways England's corporate metrics for future Performance Specifications ensuring they are fit for purpose and meet Highways England's aims.
Experience of developing investment strategies and plans
Leadership in a changing environment, illustrating an open, transparent and collaborative approach to external and internal relationship building and management.
Experience of presenting complex and technical matters at senior/executive level. Capability to relay complex and detailed technical information to a non-technical audience.
Knowledge and experience of the transport sector including current policy direction of Department for Transport and other strategic influences
The ability to understand complex analytical, financial and technical activities and be able to interpret this to underpin delivery of strategies
