Our clients work in partnership to provide a wide range of vital local services. They own numerous and diverse Assets, some of which generate an income and others which have real potential to do so.
Working jointly with their Senior Building Surveyor, you will provide effective estate management support and guidance. Your duties will include undertaking valuation and estate management functions, the negotiation of settlement terms for the acquisition or disposal of properties, and pro-actively managing the property portfolio. You will also undertake all rating and council tax referencing, valuation and negotiation, including any appeal tribunals.
You will be an experienced Senior Valuer that is registered with the Royal Institution of Chartered Surveyors. You will also have excellent knowledge of the property challenges faced in the public sector and the ability to identify problems, suggest solutions and drive through change.
Main Purpose of Job:
To provide strategic leadership and day to day management of the Asset Management Valuation function. Manage the delivery of programmes in a timely fashion and to assist the delivery of development projects, performance management of estates and valuation functions.
1.To assume responsibility for the proactive management of both property portfolios.
2.To maximise income and achieve productivity targets.
3.To liaise with officers and members, including presenting papers at Cabinet and Council meetings.
4.To provide advice and information to members and cabinet members.
5.To assess, programme and monitor delivery of estates and valuation functions.
6.To undertake a variety of RICS 'Red Book' Valuations including asset valuations.
7.To provide/assist development appraisals, valuations and general advice for a variety of different purposes.
8.To undertake all general estate management duties acting either for landlord or tenant.
9.To provide valuations and general advice for a variety of different purposes.
10.To negotiate the settlement of terms for the acquisition and disposal of property, including easements, wayleaves and entry onto land under statutory notice and provide regular cost estimates and scheme progress reports as required.
11.To negotiate rent reviews, lease/licence renewals, assignments and other third party agreements.
12.To provide professional support and advice to particular clients and be the focal point of contact for all their day to day property management requirements managed by the service.
13.To provide responsibility and an expert role in areas to be defined.
14.To undertake all rating and council tax referencing, valuation and negotiation including representing clients at any appeal tribunals and overseeing the payment and refund of rates and council tax demands.
15.To prepare committee reports and briefings for clients and partner organisations as may be required and to attend committees and working groups as necessary.
16.To keep abreast of material charges affecting all rateable properties and submitting proposals where necessary.
17.To deputise for Asset Investment Manager as and when required.
18.Comply with the company's policies, procedures and guidelines including the Health and Safety Policy.
19.To ensure that customer requirements are identified and agreed with the client departments and partner organisations.
20.To ensure responses to the public enquiries are carried out in a courteous manner within agreed timelines.
21.To carry out other duties appropriate to the level and character of the post.

Knowledge and Experience Essential:
·Have extensive recent experience in the professional property environment.
·To have experience of operating in a local authority environment either at County, District or Unitary level.
·Relevant previous post qualification experience, minimum 5 years.
·RICS qualification and RICS Registered Valuer
·Experience managing a property team.
Flexible and able to meet tight deadlines. To work unsupervised to a high quality. Up to date with current law and practice. Ability to collect and analyse complex information, to consider and evaluate all relevant factors, and draw logical and reasoned conclusions. Ability to plan, coordinate and deliver own tasks and programmes to meet client and other targets. Good organisational skills.
Proficient in IT, Microsoft, Excel and Word. Able to demonstrate business acumen.
Member of Royal Institution of Chartered Surveyors or equivalent.
