Estates Contracts Officer

The Facilities / Contracts Officer is an important role in the CNC as it has a direct influence on the organisation’s compliance with legal obligations and ensuring value for money and fit for purpose accommodation.

KEY RESPONSIBILITIES

·Ensure that non-pay/salary related spend satisfies the Government’s Transparency Agenda requirement of Value-for-Money and meets the appropriate standards in terms of openness, probity, propriety transparency and control.

·Manage risks associated with procurement, facilities and estates within the organisation’s risk management framework.

·Represent the Estates Manager when they are not available. This would be with both internal and external parties.

·Ensuring health & safety, security and environmental compliance within the facilities and building maintenance processes.

·Professional management, end-to-end, of projects to ensure compliance with due process. This will include scoping requirements, production of evaluation schemes, evaluating tender returns and award of contracts putting contract in place and managing the relationship with service providers.

·Maintain appropriate organisation rules for CNC Facilities Management.

·Delivery of a professional procurement and facilities advice service to all stakeholders. This will deal with both commercial and non-commercial contractual arrangements, including the management of the tendering process so that it complies with EU legislation and organisational rules for procurement activity

·Contribute to the evolution of the Constabulary’s commercial terms and conditions, policies and working practices.
