Director of Quality & Performance

- Pay Rate: £45.00 - £47.00 p/hr
- To contribute to the strategic leadership and management of the Company, as a member of the Senior Management Team.
- To ensure that the Quality and Performance Service complies with its statutory and contractual obligations.
- To drive the continual improvement of services through the development of strategy and policy, business planning, coordination of strategic relationships, management of performance information and intelligence, commissioning, development of quality assurance mechanisms, delivery of IT solutions, and the development of the workforce.
- To promote customer service as a core value and to ensure that policies and strategies reflect this. To develop strong and influential networks and partnerships that address the drive for innovation and development.
- To implement service re-design and organisational development.
- As a member of the senior management team, lead on the formulation and implementation of strategic direction, policy framework, workforce strategy, prioritisation and business planning, to ensure the organisation is well placed to deliver relevant and responsive children's services.
- Strategically lead on the monitoring, assurance and improvement of services to ensure that they meet statutory requirements and comply with the strategic direction and policy framework; provide effective and visible leadership to create a highly motivated service that works collaboratively to deliver improved outcomes for children and young people.
- Establish, develop and maintain effective partnership working arrangements with key partners and stakeholders, including Elected Members, schools, health services, the Police and voluntary sector organisations; in particular, represent the organisation on key strategic partnership groups and ensure there are productive relationships between the organisation and its commissioners.
- Develop and support a culture of innovation and enterprise within the Company so that individual services are flexible, adaptable, multi-agency and child-focused, and the whole Company learns from its mistakes, shares knowledge about what works, challenges existing practice and develops new models of service delivery.
- Manage employees within the Performance and Quality Assurance business area, taking responsibility for all aspects of people management including the recruitment, appraisal, performance management and development of the workforce.
- Take strategic responsibility for the management, deployment and control of delegated budgets and financial resources, maintaining high standards of financial probity and ensuring services deliver excellent value for money.
- Lead on and embed a performance management culture across the entire service; ensure clear and measurable targets are set with Directors and that these are monitored and discussed regularly in order to continually drive improvement.
- Lead on the overall compliance and quality assurance of Together for Children to ensure they deliver against and comply with the quality assurance framework; liaise with other Directors identify areas for development and plan and implement service improvements; act as the Company's lead on service re-design and transformation.
- Lead on the overall commissioning of services for the Company, ensuring that services are commissioned in line with identified need and are regularly monitored and reviewed to ensure they are delivering improved outcomes for children, young people and their families.
- Lead on the development of IT services and business system solutions, ensuring that services have appropriate systems and frameworks to support their work and business needs.
- Lead on internal and external communications; ensure effective and timely communication within and across business areas, so that key messages are conveyed to employees, partners and other stakeholders in a consistent way, and they are informed of the issues and developments that affect them and which influence the strategic development of the Company.
- Develop and promote mechanisms to seek out, listen to, and respond to the views and ideas of managers, employees, partners and other stakeholders (particularly children, young people and their families) in order to ensure services are relevant, responsive and truly focused on meeting identified needs.
- Engage in and promote effective networking at local, regional and national levels to ensure that services are responsive to national developments and leading practice.
- At a strategic level, champion the promotion of diversity and equalities in the development and delivery of services and in all aspects of people management.
- At a strategic level, ensure the well being of employees and service-users by actively promoting and complying with health and safety regulations, policies and procedures.
- Lead on IT and Liquid Logic implementation.
Candidates should have experience of:
- Success in establishing a strong performance culture including effective performance measures, the evaluation of service quality and improving service delivery.
- Delivering outcomes through leading, motivating, managing and empowering multi-disci
