Over a specific period of time (fixed term contract at the year end closure of the Council’s Financial Accounts, to assist the Senior Financial Advisor - Housing, and Senior Financial Advisor - Capital and Insurance, in the calculation of carried forward asset values for the Council’s stock of dwellings, by migrating and grouping data from the Housing (QL) system and Finance (SAP) system into Excel spreadsheets.
Assist in the preparation of a detailed schedule of Housing Revenue Account (HRA) capital spend per property, by extracting data from the SAP financial system and QL housing system to enable a reconciliation of expenditures detailed in the financial ledger to properties benefiting from capital works during the financial year 2017-18.
This process will involve allocation of expenditure identified in the SAP system to individual properties owned by the Council, by scrutinizing invoices that have been uploaded as attachments within SAP to determine how much spend occurred at individual properties. This will require cross referencing to an alternative dataset from the QL system that lists properties that have been identified as receiving capital works.
It will also involve the allocation of expenditure identified through the year end accruals process, where expenditure has been incurred but not yet been goods receipted, and allocation of expenditure posted via journal corrections.
Due to the use of block and road codes within QL the process will also require the apportionment (division) of expenditure between Council owned properties in specific blocks/roads.
Assist in uploading this dataset into the Council’s Asset Register.
Assist in applying impairment/revaluation of these assets in accordance with the findings of the external valuation report.
Assist with the migration of data related to the calculation of gain/loss on sale of Council property.
Undertaking any other appropriate duties of a similar level and responsibility.
Minimum of 5 GCSEs or equivalent including good maths and english grades.
