Our Client is looking for someone with excellent analytical skills who has preferably worked in a financial/procurement environment previously. The ability to interpret complex data in a format that is understandable by a non-technical audience is essential. Previous experience of using P2P, Contract Management and e-Procurement systems is desirable.

The duties are outlined in the job description below: but a degree of flexibility is possible as is the opportunity for agile working and further training and development.

Data Analyst (Procurement) Job Description

Job Purpose:

To support our client's Commercial and Procurement Service with the development and interpretation of management information, to undertake data analysis and support procurement projects to aid the procurement process across the Client's region.

Role Responsibilities:

  • Undertake supplier or market research, cost modelling, spend analysis, risk transfer or benchmarking in the support of procurement projects across the Council
  • Undertake or lead discreet commercial/procurement projects and attend project/review board meetings as required
  • Maintain ownership of the Commercial & Procurement Service's key management information systems ensuring integrity of data and consistent use across the Council
  • Support users in the use of management information systems including undertaking user training as necessary
  • Ensure effective communication and engagement with stakeholders and partners (including external suppliers)
  • Assess and manage the risk associated with each activity
  • Provide support on more complex innovative or higher risk tenders or in areas where the supply market is less well developed
  • Advanced Data Analysis and Project Reporting as required

Role Requirements:

Essential criteria

  • High levels of literacy and numeracy
  • Working in procurement or a commissioning environment
  • Experience of procurement and / or financial reporting including Procure 2 Pay (P2P Systems)
  • Experience and regular use of Microsoft Office applications and the Internet
  • Experience of data and statistical analysis and the ability to problem-solve and use initiative
  • Information research, retrieval and collation and the ability to access and manipulate data and draw insight and recommendations from it
  • Ability to translate technical or commissioning needs and outcomes into specification and tender documents
  • Influencing and negotiating skills with the ability to positively engage others and secure commitment and time
  • Flexible attitude and able to handle change

Desirable Criteria

  • Advanced Excel skills
  • CIPS qualified to Level 4
  • Supervisory experience
