Location: Herefordshire
Temporary: 9 months
Hours per week: 37.5 hours per week across Monday - Friday with occasional weekends (Sat/Sun)
Please Note: Home working is likely an option with 2-3 days per week on site, however, this is to be discussed at interview. Onsite accommodation may also be available, however, this will need to be discussed at interview.
Salary: £22.50 per hour PAYE Hol Inc OR £26.50 per hour umbrella

Overview
Our Healthcare client based in Herefordshire are currently hiring for a Clinical Staffing Manager to join their team. This post is for a period of 9 months with the successful applicant being expected to commence employment during November 2020.
Duties will consist of:
- Leading and delivering a high-quality clinical temporary staffing service in a cost-effective manner trust wide.
- Providing high level support to the ward/department managers, giving advice for the effective planning and use of temporary staff.
- Providing senior support as required in the day-to-day running of the central bank service. To take responsibility for ensuring continuity of service and availability of Electronic rostering and bank systems within the Trust
- Booking and monitoring temporary staff throughout the Trust
- Managing Temporary staffing team including Team Leader and staffing Co-ordinators
- Being responsible for overseeing monthly and ad hoc electronic reports on bank usage and rostering practices, as well as recruitment and training compliance for all disciplines of staff across the trust.
Other Duties:
- Responsible for the delivery of a temporary staffing service 7 days a week across the trust including the community hospital sites.
- Manages day to day the temporary staffing service, supervises staff.
- Manage the SMART system (E-Roster) ensuring that the system is being utilised fully and working with ward managers to ensure rosters are planned in advance.
- Provides high level support to the ward/department managers, giving advice for the effective planning and use of temporary staff.
- Responsible for policy/service development in the temporary staffing area.
- Manage the temporary staffing team on a daily basis, the centre for co-ordinating the use of temporary staff and e-rostering services across the Trust.
- Line management responsibility for all temporary staff across the trust.
- Engage in active recruitment process for temporary staff across the trust.
- Develop robust systems for monitoring the use of temporary staff providing reports for ward/department managers, divisional managers and executive management team including national reports e.g. NHSi.
- Monitor and report the Trust compliance with agency cap rates
- Support the Head of Resourcing in negotiating local service agreements to secure suitable, cost effective supply of quality temporary agency staff in conjunction with the local health community under the multi-regional agency framework agreement
- Responsible for performance monitoring of services in line with national temporary staffing standards.
- Responsible for the partnership working with the master vendor.
- Contribute to the corporate senior nurse management agenda
- Budget holder for the temporary staffing service responsible for agency spend circa £800k per month plus budget holder for the temporary staffing service (staffing) £214k per annum. An authorised signatory for all temporary staff, authorised to approve all invoices/timesheets/overtime/expenses and training requirements for all temporary staff.
Requirements
- Must be a registered Nurse (NMC) at Band 7 level/equivalent
- Experience managing Temporary Workforce, including Healthcare Assistants and Registered Nurses
- Strong interviewing and team management skills
- Experience providing high level support to ward/department managers
- Experience working as a Clinical (temporary) Staffing Manager within the NHS (preferred)
- Strong stakeholder engagement skills (both internal and external)
- Experience working with E-Roster systems (required)
- Experience monitoring the use of temporary staff providing reports for ward/department managers, divisional managers and more (ideal)
