Chief Accountant

An exciting opportunity has arisen for a Chief Accountant to join a public sector organisation based in East London.

The successful candidate would ideally have experience working as a Finance Manager/Accountant within a public sector organisation.

The successful candidate will be required to contribute to the development and maintenance of corporate financial policies, strategies, systems and practices and to lead and coordinate the core financial processes to ensure effective financial management.

Key duties will include:
* To act as the lead on corporate and technical accounting and tax issues
* To facilitate the organisation in implementing strategic decisions
* To lead the timely delivery of the finance statutory, legislative and other functions including the timely and accurate production of the statement of accounts, VAT returns, collection fund accounts, corporate budget monitoring, legal balanced budget and corporate capital programme
* Lead on providing sound technical financial advice and information to managers, particularly in relation to public sector funding, capital financial systems, accounting policies, SERCOP, VAT, etc.
* Lead on the day to day relationship with the internal and external auditor service departments and transactional services
* Oversee the year end process, ensure compliance with appropriate accounting standards and treatments and ensure the Statement of Accounts is completed by the statutory deadline.
* Lead the financial reporting arrangements, including but not limited to, the production of the year end Statement of Accounts, submission of annual returns (e.g. RO/RA, CER, CTB, WGA) and grant claims.
* Oversee the development of the capital programme and ensure it is fully funded and affordable.
* To undertake the Capital Appraisal Process for capital schemes.
* Lead and co-ordinate the provision of sound and suitable technical capital advice and support to service managers including capital project financing, capital monitoring and programme delivery.
* Oversee the payroll costing processes to GL, including regular review and maintenance of payroll elements, HR establishment costing, ensuring that errors identified are fixed at source.
* Responsible for managing the organisation's balance sheet, trial balances and associated reconciliations between General Ledger and feeder systems.
* Ensure complete and effective month-end systems closure of various ledgers.
