My client are a leading main contractor with various projects throughout London and Surrey. They are looking for an experienced Business Development Manager to forge strong relationships within the housing marketplace and assist and where appropriate lead bids via the PQQ/ Pre-Tender interview process to get on tender lists.

They work with Partnership Housing providing a turnkey service to Housing Associations. Sourcing land on which to build multiple homes and designing out the buildings. In addition to land led schemes, to work in partnership with Developers and Housing Associations. Project Values from £5m to £20m.

In addition to land led schemes, to work in partnership, via a 2 stage approach, with selected Private Developer partners. A further specialism being the conversion of office blocks to residential (permitted development) in partnership with Developers and Housing Associations. Project Values from £5m to £20m.

New Role -Senior Business Development Manager, Housing Partnerships

The company has grown steadily from a turnover of £5m/pa to circa £20m/pa. An excellent reputation is now established for delivering a quality product to both the private and public sector. The next phase of development would need a strategic approach to broaden the horizon. To introduce new routes to sourcing work. The goal being to increase volume, and to provide a more sustainable workflow. This is expected to come from the following sources:

Private Developers - identifying and capturing the right partners for Negotiated and 2 Stage opportunities for multiple homes circa 30-150 units, via:

  • New Build Schemes
  • Permitted Development

Housing Associations/Local Authorities - increase market share through traditional tenders for:

  • New Build Housing
  • Housing Refurbishment
  • Envelope Repairs
  • Decent Homes

Frameworks - target key identified HA’s/LA’s to create long term potential for a sustainable workload through:

  • Mini-tenders for 2 Stage tenders
  • Mini-tenders for Single Stage D&B tenders as a secondary target
  • Negotiated - where strong relationships can, in time, lead to direct appointment

Land led - assist in identifying Client need for land led schemes for the land team to approach

Duties and Responsibilities

  • To forge strong relationships within the housing marketplace
  • Networking at Corporate Events, Lunches, Conferences, Drinks Functions
  • Confident to conduct 1:1 business to business sales meetings
  • Assist and where appropriate lead bids via the PQQ/Pre-Tender interview process to get on tender lists
  • Establish the right HA’s to target, and to win our place on Frameworks, via a lead role, including input to the pre-qualification and bid strategy
  • To maximise opportunity from Frameworks
  • Monthly Board Reports demonstrating division performance in sales targets


  • To integrate in a collaborative manner with the Business Development, Estimating, Planning and Operations teams
  • Good communication skills both within the Company and to the Client base
  • Knowledge of and ability to maximise effective use of KMS or similar Customer database
  • Willing to work antisocial hours as needed to build key contacts with Clients and Professionals
  • Commercial acumen to choose the right targets where profit opportunity exists
  • Proven ability to manage and control staff as the role develops and the business unit grows


  • Reporting to the Business Development Director and becoming an integral part of the Business Development Team
  • Working alongside the Director of Housing Partnerships to present and convert the right opportunities
  • To develop a strategic sales and marketing plan for the Partnership Housing Division
  • To maintain our strong PQQ success rate and to improve tender strike rates

To profitably grow the Partnership Housing Division year on year to agreed targets
