WANTED BUSINESS ANALYST
Sector: Local Authority / Public Sector
Reporting to: Project Delivery Manager
Responsibility: Identifying business needs, analysing processes and recommending solutions of digital services projects.
Days: Mon – Fri
Daily rate: £200.00- £220.00 inside IR35 (Umbrella)
Duration : 3 - 6 months

In this role, you’ll drive the successful delivery of change initiatives using the Council’s Digital Services Project Delivery Framework. You'll identify stakeholder needs, propose solutions that add real value, and collaborate with Project Managers to deliver results on time and within budget—always with measurable benefits.
You’ll lead investigations to uncover business opportunities and streamline processes through improved information systems, data management, and organisational practices. A key part of your role will be integrating new digital capabilities into the business, ensuring they seamlessly align with existing operations.
A top priority is ensuring exceptional user experiences by delivering systems that are accessible, reliable, and user-friendly. You’ll work with a business area that has straightforward needs and limited interdepartmental dependencies, making the process smoother.
Collaborating with colleagues and business users, you’ll methodically document business functions, processes, and data flows. You’ll troubleshoot operational issues and seize new opportunities, recommending improvements to both automated and manual processes. Additionally, you’ll help define acceptance tests for automated systems, ensuring they meet business needs.
You’ll gather and document detailed requirements, making sure they align with business objectives and can be traced back to their source. Your analysis will maintain consistency and challenge processes constructively when necessary.
All your work will be documented to the highest standards using the appropriate tools. You’ll also support business impact assessments to gauge how changes will affect roles and processes, developing action plans to address any gaps before implementation.
Security is key, and you’ll apply and maintain controls to ensure the confidentiality and integrity of business systems. Occasionally, you may need to work outside regular hours for planned activities, with Time Off in Lieu offered.
For more complex projects involving multiple systems or departments, you’ll help create end-to-end requirements and provide comprehensive analysis. You’ll also engage with senior stakeholders to define business needs, especially for large-scale projects that impact multiple departments.
Staying ahead of emerging technologies is essential, and you’ll help business areas select the best systems to meet their needs.

To succeed in this role, you’ll need
- Bachelor’s degree in project management, Business Administration, Information Technology, or a related field
- Proven record of delivering complex digital projects.
- Certifications like BCS, IIBA Business Analyst, PMP, PRINCE2, or equivalent project management qualifications
- Enhanced experience in business analysis and project management
