Pay: £250 a day umbrella

Hours: 37 hour week

You will lead a significant and complex programme of work to transform health and social care in Wiltshire. With responsibility for a high-profile programme of work, you will manage a significant project plan, as well as provide advice, updates and support to the Council’s Executive Director (DASS), Director of Commissioning), Cabinet Member and the CCG’s Accountable Officer, Director of Community and Joint Commissioning and Governing Body.

Role purpose:

  • To lead on the implementation of Wiltshire’s Better Care Fund plan on behalf of the Health & Wellbeing Board, reporting to Wiltshire Council and Wiltshire Clinical Commissioning Group as co- sponsors.
  • Develop, lead and manage inter-agency and inter-disciplinary programmes to deliver successful integrated services, that deliver good quality, value for money services for vulnerable people, enhancing health and wellbeing outcomes
  • To ensure that integration programme work complements broader transformational work for adult social care in the context of the Care Act and upcoming financial challenges
  • Lead and contribute to multi-agency and partnership networks to optimize use of resources to support development of a local care model
  • To manage implementation of the local plan (including outstanding actions from the CQC action plan) and ensure it is developed in close alignment to Care Act implementation and other related projects especially in relation to health services
  • Responsible for ensuring that the programme delivers to the desired outcomes and within budget as detailed by Wiltshire Council and WCCG. Where required, finding and implementing resolutions that are appropriate, sensitive and cost effective with maximum efficiency
  • To maintain the interface with key stakeholders, keeping them informed and engaged
  • Accountable to the Wiltshire Integration Board to keep partners fully informed of the issues, risks and barriers to successful implementation of BCF projects. This includes realisation of benefits, highlight exceptions and risks ensuring mitigating action can be taken to keep the programme on track. Ensuring escalation is exercised in appropriate circumstances.

Person Specification:

  • Educated to post graduate level and with a professional qualification relevant to health or Social Care and / or equivalent level of experience working at commissioning and management
  • Project Management and change qualifications and skills such as PRINCE
  • Significant project or programme management expertise and proven experience of managing change and delivering complex projects to completion utilising project/programme management methodologies
  • Proven management experience of planning & delivering service improvement in either a health or social care setting
  • Proven experience of developing and sustaining collaborative and effective working relationships with a range of stakeholders at all levels and across multi-disciplinary areas
  • Significant experience of managing organisational change as well as managing in complex organisational environment
  • Proven experience of matrix working across teams or organisational boundaries
  • Experience of analysing data, handling datasets and the use of performance management data
