CBRE Property Management (PM) FM procures energy on behalf of a range of clients using a bespoke energy broker basket. In the role of Assistant Utilities Manager, the individual shall be responsible for supporting the Utilities Manager to build and manage the relationship with the energy broker, clients and suppliers to ensure that service delivery is of the highest quality.


Responsible for the following:

  • Monitor the Utilities Mailbox, allocating queries as required to the Utilities Manager, broker and self, and tracking progress to resolution;

  • Work collaboratively with the broker and CBRE staff to ensure queries are handled in a timely fashion and regular updates are provided to key stakeholders concerning progress. Where required, manage the escalations process for queries that are not being handled within expected timescales or with appropriate diligence;

  • Work to educate CBRE PM FM staff on the broker services and systems, delivering training on, and monitoring use of systems to streamline processes (e.g. meter readings), and managing expectations on outputs and timescales;

  • Interrogate the energy broker’s energy management system, analysing and interpreting energy data into digestible and concise reports, demonstrating opportunities for consumption and cost reduction at an asset level. Communicate reports to relevant stakeholders and support as necessary actions to deliver report recommendations for savings;

  • Work with the energy broker to identify opportunities to improve existing processes, and collaborate in the creation of change plans to implement improvement actions;

  • Work with the Utility Manager, attending site where necessary, to ascertain metering systems/flows and build tenant on-charging strategies for delivery by the energy broker;

  • Assist with setting up utility tenders as and when required, including asset information gathering to support the formation of a full portfolio meter list, administering tender delivery activities (interview booking, clarification management, document issue and filing etc) and assessing bids for cost and quality;

  • Support and monitor the COO (Change of Owner); COT (Change of Tenants) and COMA (Change of Managing Agent) process and resolve any issues as they arise; and

  • Maintaining professional qualifications and competence by participation in an appropriate learning development courses/training when appropriate



  • Bachelor’s degree

Previous Experience:

  • Experience of utilities industry including regulatory, supplier, broker landscape and utility billing; and

  • Experience within Property or Real Estate preferable
