Salary: £20,874 - £25,347 FTE per annum (£11,847 - £14,386 pro rata)

The Role:


Essex County Council (ECC) is one of the largest and most dynamic local authorities in the UK and is undergoing significant transformational change to further enhance customer focus, service and delivery. This role is part of Adult Community Learning (ACL), the largest provider of adult learning in Essex. The role will develop, agree, review and update assessment plans with candidates and use agreed assessment methods to assess competence in appropriate situations.

Job Purpose Summary:

Undertake assessment of candidate competence in accordance with a specified award and to support candidates throughout the process.
It is desirable that the candidate has experience of assessing up to Level 5 Management and Level 4 Business Admin

Non Line Manager Core Accountabilities:


* Understand the needs of your customers and deliver the best possible outcomes through exemplar behaviour in accordance with ECC's Values and Core Organisational Behaviours.
* Work flexibly and collaboratively across structural boundaries in support of key outcomes.
* To contribute to development of organisational capability by taking ownership of your own training and development, including identifying and taking part in training and development activity and responding to feedback on performance.
* Thinking creatively, challenging the norms, and constructively challenging those around them (including those more senior) to ensure continuous improvement and commercial astuteness, and inspire the same in colleagues.
* Take responsibility for identifying and actioning areas of risk including Health and Safety and Business Continuity.
* Work as part of project or process teams as required under the new operating model, ensuring excellent cross functional output.
Role Specific Accountabilities:
* Develop, agree, review and update assessment plans with candidates to ensure timely success
* Agree and use fair, safe, valid and reliable assessment methods to maintain the highest professional standards and demonstrate award body occupational standards
* Identify appropriate opportunities for assessing performance to demonstrate award body occupational standards
* Plan for using different types of evidence and make safe, fair, valid and reliable decisions about the competence of candidates to demonstrate award body occupational standards
* Identify how the past experiences and achievements of candidates will contribute to the assessment process to ensure a relevant and appropriate learning/assessment plan is identified
* Identify and agree any special arrangements required to make sure the assessment process is fair and meets individual needs
* Identify how other people will contribute to assessments and what support they may need to meet recording and quality requirements
* Identify how to protect confidentiality and agree arrangements to deal with sensitive issues and handle disputes to maintain the highest professional standards and to promote and implement ACL policies
* Develop, agree, review and update assessment plans with candidates to ensure timely success

* Either Unit A1 Assessor Award or D32/2 units (for an NVQ) or unit L20 Support competence achieved in the workplace (for a VRQ)
* Award in Teacher Training would be desirable
* GCSE or equivalent in English and Maths
* Recent experience of working within the occupational area
* Ability to work flexibly, outside normal hours
* To attend regular briefing meetings and standardisation meetings as required
* To work flexible work patterns according to the needs and requirements of candidates, which may include weekend working, evenings and nightshifts
* To travel throughout Essex, therefore a driving licence and car, or access to other effective transport arrangements is essential
