Description

According to the HSE, there are on average 29 work-related fatalities each year as a result of being struck by a moving vehicle. Around 8 of these deaths are caused by reversing vehicles. The role of a Vehicle Banksman is to help prevent these accidents.

Many other accidents may not result in injury or death but still cause costly damage to vehicles, equipment and premises. Employers have a duty to ensure that the vehicles used in the workplace are operated in a safe manner.

There is a hierarchy of control for workplace transport safety, with segregation – the separation of vehicles and people - at the top. Where other control measures are not possible, Banksmen are trained signallers who may be employed to help maintain the safe movement of traffic. Before commencing work, a banksman requires appropriate training.

LEGISLATION

Banksman standard signals, covered later in this course, are set out in the Health and Safety (Signs and Signals) Regulations 1996.

There are various other regulations applicable in workplaces where vehicles at manoeuvring. As a banksman, it is useful to have an awareness of these regulations because you are in a good role to feed back any safety improvements to the traffic flow that you observe during your banksman work.

In the construction sector, employers should follow the guidance document HSG150. All businesses must comply with Workplace (Health, Safety and Welfare) Regulations 1992, which covers traffic routes.

If there is an accident or near miss, it should be investigated so lessons can be learnt to prevent future reoccurrences. If there is an injury it must be reported to the UK Health & Safety Executive under RIDDOR 2013 regulations.

The Managing Health & Safety Regulations 1999 require employers to document risk assessments and training.
