Procurement Officer
Castlefield Recruitment are partnering with Barnsley Council to recruit a Procurement Officer.The Procurement Officer will work with the Strategic Procurement Business Partners and Procurement Managers to support the effective and efficient delivery of all procurement, commercial and contracting activities to drive commercial outcomes, best value, and compliance whilst providing excellent customer services to internal stakeholders.The role falls within the Place category which includes Construction, Highways and Waste Management.This role would suit someone with a background in public sector procurement and experience in end-to-end tendering and contract management.The role:·Support the Procurement Manager in managing end-to-end procurement activities, ensuring compliance, transparency, and best value outcomes·Lead on the development of tender documentation, manage supplier engagement, and coordinate evaluations to secure high-performing, cost-effective solutions·Contribute to contract management, including supporting contract extensions, performance monitoring, and issue resolution to maintain strong supplier relationships·Assist in developing and implementing procurement strategies by analysing data, conducting market research, benchmarking performance, and collaborating with internal teams to identify cost savings and deliver added commercial value·Build and maintain positive relationships with stakeholders, promoting the Council’s Commercial Strategy and supporting the associated action plan·Help deliver training and guidance for members and officers on procurement systems, processes, and best practice to aid continuous improvement·Actively contribute ideas and insights to improve procurement processes and drive forward efficiency and innovation across the organisationThe person: ·Previous public sector experience is advantageous·Strong written and verbal communication skills, with the ability to maintain effective commercial relationships·Experienced running end to end procurements and contract management·Level 4 or 5 qualification or relevant industry experienceApplicants should have experience gained the relevant experience within the public sector or a similarly regulated environment.
