Adult Social Care - Finance Manager
The City of London is seeking an experienced and forward-thinking ASC Finance Manager to support a new pilot initiative designed to stabilise, strengthen and modernise Adult Social Care financial operations.This interim role is essential in addressing existing risks, single points of failure, and gaps in accountability within the ASC finance function. You will oversee and develop the finance-related posts within the service, while also leading a structured review of systems, workflows and responsibilities to support the development of a Business Case and Options Appraisal by July 2026.The role is operational and strategic in equal measure: managing day-to-day finance activity while also driving improvement, streamlining processes and creating a more resilient, efficient future model.You will report to the Head of Adult Social Care under a matrix management model, with oversight from the ASC Team Manager.Key ResponsibilitiesOperational ManagementSupervise the ASC Finance Officer and ASC Direct Payments Officer.Provide clear financial oversight and accountability to the ASC Team Manager.Oversee ASC finance workflows, including the shared mailbox and task allocation.Ensure compliance with Deputyship standards and sign off OPG returns.Support and strengthen the Financial Assessment Process and address administrative gaps.Attend and contribute to Debt Meetings, Panel Meetings, Team Meetings, DP meetings and management sessions.Service Stabilisation & Risk ReductionAddress the current single point of failure within the ASC finance function by introducing clear processes, controls and documented workflows.Work alongside non-finance staff who currently manage finance tasks, providing structure, clarity and appropriate division of responsibility.Strengthen accountability, reduce risk exposure and ensure seamless cover for leave or sickness through a virtual team model or duty system.Ensure robustness, consistency and transferability of processes across ASC purchasing, payments, DP management and client finance.Project Delivery & Business Case DevelopmentReview all ASC finance functions, mapping roles, responsibilities, processes and dependencies (as-is mapping).Provide objective insight and highlight process inefficiencies, duplications and risks.Offer clear, concise recommendations for leaner, smarter, more efficient ways of working.Develop an Options Paper and full Business Case outlining future structure, risks, mitigations and resource requirements (to-be design).Work with key stakeholders to shape the future operating model for ASC finance.Required Experience & SkillsStrong Adult Social Care experience, specifically: Direct Payments, Client Financial Management, Appointeeships, Deputyships, Financial Assessments, Care Purchasing.Demonstrated success delivering process reviews or business improvement projects (preferably within ASC).High proficiency in MS Office, especially Excel.Experience using Mosaic and Oracle-based systems (e.g. CBIS).Excellent written and verbal communication, able to present risks and non-risks clearly to stakeholders.
