One of the UK’s largest outsourcing and management companies is seeking a Project Engineer with experience of Coastal protection schemes and Coastal Structural Maintenance.

We are looking for an experienced engineer to develop, design and implement structural maintenance and coastal protection schemes from conception to completion. The successful candidate will be expected to liaise with other staff in the team, other employees and departments, our external engineering partner and elected members regarding structural maintenance and coastal protection schemes.

Main Tasks & Responsibilities

Project Engineer - Coastal Structural Maintenance - Structures

  • Lead the structural maintenance and coastal protection function and deliver successful services and projects;
  • Design and implement structural maintenance and coastal management schemes/initiatives including site analysis, consultation, preparation of plans, development of associated traffic regulation orders and liaison with workforce; structural maintenance schemes include bridges, retaining walls, vehicle restraint systems, subways and reactive repairs to highway assets following road traffic accidents;
  • Planned structures work - review inspections by engineering partner covering general and principal inspections and establish whether interventions are required. Procure in house or specialist contractors to carry out the works and manage financial forecasting and the budgetary monthly review;
  • Reactive structures work - identify assets in need of immediate attention and review asset history to inform the solution for delivery;
  • Coastal Engineering work - Carry out coastal surveys to monitor and identify coastal asset maintenance needs. Receive and review coastal monitoring reports from the east coast monitoring partnership as well as representing the Council on the regional coastal network groups and environmental groups;
  • Take a lead role in the Shoreline management Plan and Environment Agency rising sea level reviews including understanding the local policies on maintenance and understanding restrictions associated with special designations of the coastline i.e. SSSI areas and other preservation areas;
  • Take a lead role as Coastal Pollution officer including reaction, planning, recovery works and review of coastal pollution events including periodic training in support of that role in partnership with the Council emergency planning team;
  • Respond to the aftermath of storm surges and storm events to repair damage arising from such events;
  • Working with Northumbria Police, insurance companies and Motor Insurance Bureau for the identification of road traffic accidents and asset damage including the repair of the same together with cost recoveries that will require working with specialist loss adjusters appointed by the insurer;
  • Carry out ongoing review of road over rail interfaces to ensure incursion control and safety signage for low bridges;
  • Carry out quarterly inspections of all subway structures to identify essential safety works, upkeep and maintenance including control of graffiti on the structures;
  • Assist the Highway Asset Manager in the development of business relating to structural engineering and coastal management in North Tyneside and across the region;
  • Respond to written requests from local Councillors, police or members of the public in relation to structural maintenance and coastal protection schemes;
  • Ensure that projects and services are delivered in accordance with the Company’s BMS system;
  • Ensure that projects and services are delivered in accordance with current CDM regulations;
  • Provide and maintain a high standard of customer service;
  • Engage with internal Capita staff to develop and maintain relationships in similar fields across other services.

Essential Skills & Experience

Project Engineer - Coastal Structural Maintenance - Structures

  • Have knowledge and experience of current technical and legal requirements and practices relating to structural maintenance and coastal protection;
  • Be competent in the development of structural maintenance and coastal protection schemes including the design of bridge schemes, retaining wall schemes, subway schemes and vehicle restraint system schemes in accordance with best practice;
  • Have experience in coastal management and the design coastal protection schemes;
  • Have a working knowledge of the design standards for bridges, other structures vehicle restraint systems and coastal protection schemes;
  • The ability to maintain excellent working relationships with existing Clients and to deliver quality services to maximise opportunities for repeat business;
  • Have a good knowledge and understanding of Highway Law, including the Highways Act 1980 and all other relevant legislation and best practices relating to structural maintenance and coastal protection.
