We are pleased to be recruiting for a Policy, Partnerships and Commissioning Manager to join Avon and Somerset Police.

This is a Temporary role until the end of March 2025, working Monday to Friday 9am - 5pm at £18.12 per hour. This position would be office based at the Police HQ in Portishead.

Please note, due to Police Vetting Criteria, you must have lived in the UK continuously for at least the last 5 years at the time of your application. Anything less will not be considered.

The purpose of this role is to develop, deliver and monitor work within the Government initiative of Anti-Social Behaviour (ASB) Hotspot and Immediate Justice programme across Avon and Somerset. This is an innovative project which delivers on a key priority across Avon & Somerset to reduce ASB and Serious violence. You would be working with a wide range of internal and external stakeholders and partners to deliver against the programme aims.

Main Responsibilities:

Policy:

  • Develop and maintain awareness of local issues and policy, undertaking research as required to support the PCC in their role and decision making.
  • Track national developments, including through ongoing review of communications from the Association of Police and Crime Commissioners and working with the Office of the Police and Crime Commissioner (OPCC) colleagues to consider and respond appropriately.
  • Provide high quality advice, briefing and reports on matters of local, regional and national policy relating to the PCC's remit and functions.
  • Assist in the development and implementation of policies, plans and strategies.
  • Prepare speeches, briefings, reports and responses to public correspondence.
    Prepare reports, briefings and presentations to support meetings as required.

Partnerships:

  • Develop effective relationships with relevant parts of Avon and Somerset Police and other stakeholders to inform policy and research activity.
  • Work effectively in partnership with relevant bodies and agencies, maintaining an open and solution-focused approach to support delivery of the Police and Crime Plan.
  • Work with Communications and Engagement colleagues to identify opportunities for the PCC to engage with communities and partners who align with our priorities and work together on shared agendas.
  • Support the consultation and engagement work of the as required.

Commissioning and Performance:

  • Develop and oversee a range of OPCC commissioned services and projects including strategy, allocation, approval and ongoing monitoring.
  • Support development and oversight of grant and commissioning processes including strategy, allocation, approval and ongoing monitoring
  • Undertake specific project work
  • Engage with regional and national initiatives to improve delivery, and to share best practice with others.
  • Undertake research and analysis of performance data across services and stakeholder delivery, with the ability to interpret and report on key issues.
  • Work closely with other colleagues to improve operational practices.
  • Maintain and operate efficient and effective record keeping and filing systems, ensuring they are updated and information is stored and disposed of appropriately.

Skills required for this role:

  • Previous experience of working in a Policy, Commissioning or Performance / Continuous Improvement role.
  • Ability to manage a large and diverse portfolio of work with competing deadlines. Ability to be flexible to respond to changing priorities
  • Ability to analyse and present information in a range of formats.
  • Ability to interpret data, policy, reports, research etc. and advise on specific issues.
  • IT Skills - you would be required to use a range of IT packages including word processing and spreadsheets.
  • The ability to advise, persuade and influence stakeholders in a professional and effective manner and in a way that establishes confidence, credibility and trust.
  • Ability to identify risks and make suggestions around how to mitigate and manage them.
