Job Title: Payroll Technical Lead

Contract Type: 3-month Contract

Location: Lambeth, London

Salary: £235/day

Role Overview: As the Payroll Technical Lead, you will be responsible for ensuring the timely, efficient, and effective delivery of the Lambeth Payroll Service data file transmission process. Your primary focus will be to meet the needs of both internal and external customers while aligning with the business priorities and objectives. This includes overseeing various payroll processes, managing pension reporting, and implementing year-end/start-of-new-year payroll processes.

Key Responsibilities:

  • Monthly payroll running, validation reports, and BACS file transmission to the Financial Transactions Service.
  • RTI, FPS, and EPS file submissions.
  • Payroll file transfer for general ledger submission and other post-payroll processes.
  • Produce monthly employer pension reporting, including LGPS I-Connect, LPFA employer portal, Teachers' Pensions MDC/MCR, NHSPS electronic staff records.
  • Manage and implement year-end/start-of-new-year payroll processes such as supplementary payrolls, pay awards, and pay increments.
  • Handle P60, P6, and P9 uploads, tax code uplifts, and payroll new financial year period dates.
  • Manage voluntary deductions new rates (e.g., Unison) and pensions auto-enrolment thresholds.
  • Oversee pensions banding for LGPS, TP, NHSPS, and EOY pension returns.
  • Manage and ensure the production and distribution of bulk employee/employer information, including payslips, P60s, chargeability reports, and third-party payments reports.

Requirements:

  • Previous experience in a similar payroll technical lead role, preferably within a local authority or public sector environment.
  • Strong understanding of payroll processes, pension reporting, and year-end procedures.
  • Proficiency in payroll systems and software.
  • Excellent attention to detail and analytical skills.
  • Strong communication and stakeholder management skills.
  • Ability to work effectively under pressure and meet tight deadlines.
