Venue Transport Cluster Managers will ensure that the Venue Transport programme is adequately resourced with suitably qualified and experienced personnel to deliver successful games and will motivate, develop and support relevant staff according to the Glasgow 2014 Workforce strategy and associated policies and procedures.
Venue Transport Cluster Managers will lead the Glasgow 2014 coordination, administration and delivery activities for venue transport development and planning programmes within set Venue Clusters. This resource will initially focus on development of Venue Transport Operation Plans as well as Vehicle Access Parking and Permitting (VAPP) and venue traffic planning and management.
Effectively, this position will contribute to the collation and documentation of specific Venue Transport information for the Transfer of Games Knowledge required by the Commonwealth Games Federation and as defined in Games Manuals.
Key Objectives
Define and develop the 2014 Venue Transport Plan in association with the Glasgow City Council Land and Environmental Services Department and Key Stakeholders
Develop the Venue Transport operations plans based on outcomes from Model Venue Exercise and in line with FA Operational Plans and Concept of Operations.
Scope the Venue Transport requirements necessary to support the Games-wide Transport operations of Glasgow 2014 for the following locations:
Competition Venues
Training Venues
Non-Competition Games Time Venues
Glasgow Airport
Selected Train Stations
Bus hubs and malls (in coordination with the Transport & Fleet Coordinator
Accommodations
Scope the Venue Transport requirements necessary to support the Arrivals and Departures plus Opening and Closing Ceremonies operations in relation to the above mentioned locations
To ensure all the necessary legal permissions are in place to implement the transport plan at Games time (e.g. Planning Consents, licences, Traffic Regulation Orders, etc.)
To manage internal and external stakeholders including running the Venue Transport Working Group for assigned venues
Co-ordinate and prepare all necessary tender documentation for development of Venue Transport agreements
Provide budget support the Transport function, including budgetary gap analysis and recommend any remedial action
Analyse the requirements games-wide of all venues (to include Competition, Training, Airports, Rail and Bus Stations) and develop strategies to ensure successful fulfilment
Oversee the identification of land requirements, layout design and operational plans for all vehicle staging, parking and (un)loading areas
Research the required information to design Games venues, sites and facilities
Develop projected staff roles and responsibilities to support the Transport function to ensure systematic and seamless delivery of all clients and stakeholders requirements
Work with Security to produce an over all Venue Transport plan for vehicle Screening Areas
Work with Transport and Fleet Coordinator to integrate system wide planning on a venue by venue level
Develop Policies and Procedures as parameters for Venue Transport activities
Research the required information to design Games venues, sites and facilities
