Buckinghamshire County Council are looking for a Project Development Lead Officer to provide client side project management of complex and large-scale property projects, including undertaking the development of briefs and strategic option appraisals, and commissioning feasibility and delivery activity through external providers. This role will be based at County Hall offices, Aylesbury, Buckinghamshire.
The successful candidate will be required to:
Undertake strategic option appraisals /viability studies (pre-feasibility) to identify property solutions in line with strategic business cases.
Determine appropriate procurement.
Commission feasibility studies and all project delivery.
Develop Initial Briefs into clear, focussed and deliverable Project Briefs.
Act as intelligent client project manager throughout the project process, from strategic option appraisal to completion on site.
Ensure appropriate engagement with project stakeholders and end users at each stage of the project, and keep stakeholders informed of programme, cost and risks.
Maintain project reports to inform overall capital programme planning, manage risks, manage change and the budget position at all stages.
Ensure delivery of projects to quality, time and cost constraints through technical gateway review processs.
Skills & Experience
Substantial experience of managing highly complex, high value commercial or public sector capital project.
Substantial experience leading and directing multi disciplined project teams and groups working on major projects across a range of diverse professional disciplines, Council directorates and stakeholders.
Expert knowledge of project management; expert knowledge of the development of briefs, options appraisal, feasibility work and delivery.
Property related qualification or in-depth experience within this area.
