A Lead Procurement manager, MCIPS qualified, is required by a Central Government Department (GCD) delivering a transformation in the approach to the provision of back office services across the CGD. The Programme has been progressing the design, build and deployment of a new ERP solution (Oracle Upgrade) aimed at providing common processes for HR, Payroll, Finance and Procurement Transactional services to in scope CG departments and Arm’s Length Bodies (ALBs).


A specialist with OJEU experience is required since the role involves additional procurement activities including the sourcing of a replacement hosting solution.


Main Duties/ Responsibilities


As Lead Procurement manager you will:-
• Supervise and lead the existing Programme commercial team of three, provide support in procurement activities and report into the Commercial & Performance Team Lead.
• Provide ICT Procurement representation at Programme Checkpoint meetings and at other relevant Programme Governance Boards (including the Shared Service Programme Board) to cover ICT commercial issues arising. This includes commercial issues with both new and existing suppliers;
• Provide advice, guidance and direction to the Shared Service Programme commercial team; Line Management - Leadership, development and motivation of staff, setting standards and values for the organisation.
• Prioritise and plan of the commercial team’s workload;
• Develop OJEU notices and ITT documents and associated specifications taking input from the programme technical specialists;
• Maintain Procurement Strategy documents and Procurement plans to reflect the status of procurement activity;
• Membership of the Chartered Institute of Purchasing and Supply (CIPS) or relevant equivalent



Skills/ Experience Required


The Lead procurement manager will have previous experience in :
• Line Management - Leadership
• Running Procurement processes within Major ICT Programmes
• Competitive tendering of complex requirements via OJEU of significant value
• Working as part of a senior management team to ensure that the corporate aims and objectives of the organisation are achieved;
• Excellent communication skills to building strong relationships with a wide range of internal and external bodies; and depth of experience in engaging senior stakeholders
• Previous government experience highly advantageous.


Formal Qualifications Required


Membership of the Chartered Institute of Purchasing and Supply (CIPS) or relevant equivalent.
An honours degree or equivalent in a relevant discipline is required.
