The candidate will be required to work in conjunction with senior representatives of the business and other key stakeholders develop and agree projects briefs and Project Initiation Documents (including resource requirements, timescales and deliverables) for large IT-related projects, to ensure common understanding of, and agreement to, the project. Convene and facilitate Project Boards representing all key stakeholders, including senior managers from services, and ensure the Board is effective in overseeing the achievement of project milestones and deliverables. Develop project and resource plans for large-scale IT Projects so that project expectations, milestones and resource requirements are clearly identified and are agreed by the Project Board. Be responsible for the effective day-to-day management of the project, to ensure project plans are adhered to, milestones achieved and the project reached successful completion to agreed time, cost and quality criteria. Identify and manage project risks and implement measures to counter them so that they do not adversely affect the delivery of the project. Negotiate with, and manage, suppliers (frequently external commercial organisations) to ensure their successful and timely contribution to the project.
Ability to identify and estimate project resource requirements. Expertise in management of resources. Proficient in management of 3rd parties. Proficient in the use of PRINCE 2 (or equivalent project management methodology). Experience of using MS Project (or comparable project management tool) for project planning and monitoring. Good at team building and team motivation. Excellent interpersonal skills. Ability to work effectively with senior managers and other staff from SCC services. Excellent written and oral communication skills. An analytical, methodical and structured approach to problem solving. Experience of working within local government an advantage but not essential.
