Urgent requirement for an experienced Interim SEN Manager for one of local authorities. The successful candidate will be securing improved outcomes for children and young people with SEN and ensuring the Council meets its statutory duties in relation to SEN. This includes management of all aspects of the SEN statutory processes working with a wide range of partners to ensure that the performance of the statutory processes achieves 100% and to secure appropriate and timely education placements and multi-agency packages of support.

Key areas / responsibilities:

• The SEN Team operates in a fast paced, complex interpersonal environment involving children and young people with high level and complex special educational needs, their parents/carers, schools and other professionals requiring an enhanced level of communication skill and strong case management.

• The SEN Team administers and is responsible for statutory functions on behalf of the Authority, including the statutory assessment of children with SEN and Safeguarding, and has significant contact with members of the public and other professionals from within and outside of the Council, schools and other settings.

• The SEN Service will need to manage crucial interfaces with support services, Children's services and the Corporate Parenting Team, as well as maintaining excellent multi agency working relationships.

• To lead and deliver the service for the identification, assessment, provision (including funding), placement and review of children with special educational needs (SEN) resident within the borough, including supporting relevant strategic plans, the implementation of the new Children and Families Bill and the revised Code of Practice.

• Leading and developing a skilled case management team to engage effectively with families and schools.

• Pupil placements including high cost multi-agency packages of support Tribunal Cases.

• Teaching qualification, social care degree or relevant qualification or substantial experience in SEN.

• Detailed knowledge of special educational needs legislative framework and relevant government policy and initiatives.

• Excellent and highly developed negotiation/communication skills.

• High level of analytical skills problem solving abilities and decision-making skills.
Highly developed presentational skills, particularly in relation to legal case responses, letter writing and correspondence.

• Proven track record of effective budgetary control, financial planning and systems use and systems development.

• Proven track record of managing a range of responsibilities and co- coordinating service delivery in a multi-disciplinary environment.

• Evidence of continuing professional development and skill enhancement.
