Purpose

To ensure the effective operation of the Workers’ Educational Association’s (WEA) ICT infrastructure to support the delivery of the strategic objectives of the Association and to meet or exceed customer expectations.

The WEA ICT manager will plan, coordinate, direct, and design ICT related operations, as well as providing contract management, direction and liaison to the outsourced supplier providing ICT support for WEA. The post holder will work closely with managers and staff in departments across the WEA to identify, recommend, develop and implement cost-effective ICT solutions to support and facilitate continuous improvements in performance in all areas of the Association’s operations. The post holder will define and implement ICT policies, procedures, and best practices.

Principal Responsibilities

Information Technology Systems

  • Assist the Director of Finance & Internal Services in producing and delivering an ICT Strategy and annual ICT budgets for the Association.
  • Plan and implement additions, disposals and major modifications to the ICT infrastructure in line with the ICT strategy, policy and budget.
  • Prepare ICT capital budget and Capital Board submissions.
  • Liaise with the outsourced supplier to ensure network security and business continuity at all levels within the WEA.
  • Oversee the administration and maintenance the Association’s infrastructure, working with the supplier in troubleshooting, systems backups, archiving and disaster recovery.
  • Work with project teams to implement internal systems/applications improvements.
  • Provide expert support and training when necessary.

Communications Systems

  • Develop and manage upgrade to the Association’s telephone systems.
  • Manage processes to:
  • Liaise with Telephone and Mobile phone providers and ensure the Association is getting value for money from the procurement and delivery of telephone services.
  • Ensure effective arrangements for the administration and maintenance of computer stations and software for WEA staff, volunteers and learners.
  • Ensure allocation of all telephone extensions, including changes and routing for setting assignments.

Support

  • Act as main point of contact on all ICT related matters for the Association. In particular act as the main pint of contact for support, escalating issues for both WEA users unhappy with service from the supplier and where necessary for the supplier.
  • Interact with staff and volunteers at all levels in resolving ICT-related issues and providing solutions in a timely fashion.
  • Relay relevant ICT related information to staff and volunteers in an appropriate and timely manner, including the provision of training where necessary.
  • Liaise with regional IT coordinators in the setup and removal of users from the system.
  • Set up and carry out an annual review process for all ICT policies, procedures and protocols, including the Computer Use Policy.

Asset Management

  • Build and maintain vendor relationships and manage the purchase of hardware, software and other ICT supplies in line with the WEA’s Financial Regulations.
  • Carry out site visits to review the performance of ICT assists with relevant staff.
  • Work with the Finance department to ensure that Association ICT assists are accounted for and maintained in line with Financial Regulations.
  • Liaise with Human Resources and Payroll staff to ensure ICT assets are collected from leavers in good time.
  • Approve the annual allocation of "engineer days" and any additional paid days or extra services from the outsourced supplier and ensure these are fully utilised.

Reporting

  • Agree service standards and ensure that management is provided with reports on the performance of the service provided by the outsourced supplier.
  • Work with the Director of Finance & Internal Services in reviewing the Service Level

Agreement signed with the outsourced supplier, including quantifiable targets.

General

  • Identify areas for improvement in internal processes along with possible solutions
  • Lead ad-hoc ICT tasks and projects.
  • Ensure that applicable licenses and subscriptions are in place and renewed as appropriate.
