Experienced Proposals Engineer required for role based in South of France.
WRS's client is a world leader in the design, fabrication, installation and servicing of FPSOs/FSOs systems, for the offshore oil and gas industry.
They have requested our assistance in the sourcing of candidates for the position of Proposal Leader for their Proposal Department. The role is to be based in a highly desirable region of France.
Candidates are required to have a university degree in a relevant Engineering Discipline and will come ideally from working as a Proposal Engineer in the Offshore Industry, ideally you will already have experience in handling proposals for the Offshore / Ship Building Industry or similar.
Job Role:
If successful in securing the position you will have overall responsibility for the production of assigned Proposals including overall responsibility for the production of the full TMS, Cost estimate package and execution and the technical proposal package within the required timeframe.
You will be expected to analyze, extract and distribute input data to all departments and sisters companies.
To lead, coordinate and control output of all departments and sister companies, lead the benchmarking for each offer against as built cost and to lead the establishing of a ballpark target for each offer against benchmark.
It will be your responsibility to ensure the completeness and accuracy of the cost estimation and the consistency with the technical offer, as well as to initiate the establishment of a risk register in case of firm bid and to prepare and maintain a proposal plan in case of firm bid.
You will lead and participate in the establishing of the commercial, contractual and technical qualifications whilst ensuring that the company's proposals conform to all relevant legislation, standards , codes andclients requirements.
You will be expected to ensure the safety, integrity and legality of the company's proposals.
You will always strive to find innovative, cost effective solutions to meet Client's requirements and find ways to improve the accuracy of the estimates and reduce risks.
You will be competent in analysing feedback from projects via access to forecast data and operating cost to improve future estimates
You will be able to ensure, for lease projects, that proposed technical and execution solutions balance OPEX and CAPEX to achieve lowest whole life costs.
