We are currently recruiting for an Accounts Assistant to work in the Flintshire area for a 3 month contract.Qualifications
The post holder must be a full Member of the Association of Accounting Technicians (AAT). The post holder must demonstrate Continuing Professional Development.
Technical
The postholder requires detailed knowledge and skills in a range of specialist disciplines including the following: -
- Knowledge and experience of Local Government financial practices and procedures.
Detailed knowledge and understanding of the codes of practice in the relevant work sphere e.g. in Housing, experience of Local Authority Housing Finance and/or evidence of detailed knowledge & understanding of Trading Accounts; or generally charities, money market, financial institutions, financial instruments and Treasury Management Regulations and Codes of Practice or scheme for financing schools.
- Knowledge and awareness of Directorate and Corporate priorities to ensure a link between day-to-day duties and Flintshire Futures Projects. Involvement in identifying more effective and efficient ways of working for optimum performance.
- Experience of preparing, monitoring and controlling of capital & revenue budgets and identifying remedial action where necessary.
- Provision of financial advice, guidance and training to key decision makers the ability to challenge spending decisions before they are made.
- Analyse & interpret new and proposed legislation and regulations and report on the impacts and recommend appropriate actions.
Excellent P.C and mainframe system skills. Advanced knowledge of Microsoft packages e.g. complex spreadsheets on Excel in order to analyse and present data in a meaningful way for management purposes, for example, budget monitoring, budget purposes and project work and financial modelling; PowerPoint presentations for a visual training aid.
- High degree of IT knowledge and experience in use of financial management systems including the use of financial reporting tools (e.g. Query and ACE)
- Responsible for the integrity of the data held; understand and be skilled in the use of Masterpiece (financial system).
- Project work and project planning experience to lead and support project working groups.
- The post holder must have the skills to analyse the timescales and problems, to identify gaps in existing processes and to identify solutions and make recommendations.
- Excellent problem solving skills. Particularly important in relation to project work and in situations where budgets are not on track to meet targets and where efficiency savings must be made.
- Provides regular training sessions for groups of managers on budgetary control or financial management confidently with good feedback
